This new law will enable residents of the state who can provide 2 years of income tax returns, proof of identification and pass both written and driving exams to obtain a “federally noncompliant driver’s license”. This license will serve as identification and a license to drive, but holders cannot use it to register to vote or to board planes.
With the passage of this new law, Maryland has become one of a handful of states that have passed similar legislation.
