But here’s the thing: the Maryland Insurance Administration issued an order in December 2024 requiring MAIF to phase out the Affordability Index by the end of 2027. The MIA said the index wasn’t actuarially justified and treated drivers with similar risk characteristics differently.

What does this mean for you? If you’re in one of those Baltimore ZIP codes, your MAIF rates could increase substantially. MAIF testified that requiring fully adequate rates could mean a 20% to 40% premium increase in some of the most impoverished ZIP codes in Baltimore City.
